Melchoir: Then Caeser of Rome issued forth a decree:
Make sure everyone's paying taxes to me
Get the head of each household and send one and all
to their family's hometown for a giant roll call.
Send them all back from wherever they came
to sign a big list with their address and name.

Augustus Caeser is the very minor antagonist, who wants the head of each household to pay taxes to him, from The Very First Noel.

He says to the tax person, in front of him, to commence the annual tax season.

This effect caused Joseph & the pragmented Mary to leave their hometown to Bethalem, with their donkey.
