Tom Ruegger (born April 4, 1956) is an American writer, producer, and director. His career got its start at Hanna-Barbera in the 1980s, writing for Snorks and Scooby-Doo. However, he is best known for his work at Warner Bros. Animation in the 1990s, having created Tiny Toon Adventures, Animaniacs, Pinky and the Brain, Road Rovers, and Histeria!, and also writing for Taz-Mania, Batman: The Animated Series and Freakazoid! More recently, he was an executive producer and storyboard artist for the Disney XD show The 7D, and worked on the first season for the Nickelodeon/Netflix show Pinky Malinky, where he served as co-executive producer with Bobs Gannaway.
