Jingle Bells is one of Santa's elves who works at the North Pole in The Year Without a Santa Claus. In the special, he and his companion Jangle Bells are charged with the task to stirring up some Christmas cheer when Santa becomes ill one Christmas. Mrs. Claus sends them into the outside world with Vixen the baby reindeer as their guide.
