The Mayor of Southtown is a character featured in the Rankin/Bass television special The Year Without a Santa Claus. He is a stuffy politician with an ignorant flamboyance in his step. Petitioned by Ignatius Thistlewhite and two elves from the North Pole to free their reindeer Vixen from the dog pound, the mayor becomes pompous and dismissive when he hears the tale spun by Jingle and Jangle. He says that he refuses to believe even 10% of their story unless they can wield some of their supposed magic and make it snow in his town for the first time in 100 years. Despite this claim, he steps out into the streets and jovially sings "It's Gonna Snow Right Here in Dixie."

When the gang succeeds in this endeavor, the mayor declares a national holiday and dedicates Santa Claus Lane in celebration of the season.

In the live-action remake, the mayor and Mr. Thistlewhite are merged into a single composite character - the ambitious Mayor Thistlewhite, portrayed by Robert Trevelier.
