The Traffic Cop is a character who appears in Frosty the Snowman, briefly mentioned as telling Frosty to stop for traffic in the original song. In the special, he threatens to give him a ticket for not noticing the traffic lights. Karen explains to him that since Frosty just came to life, he doesn't know much about such things. He allows him and the kids to pass on by, and it's only after they left that he realizes that he was just conversing with a talking snowman. This surprises him so much that he swallows his whistle.
He makes a return appearance in the sequel, Frosty's Winter Wonderland. This time, he takes notice of Frosty and tells him that he doesn't find the talking snowman a surprise anymore. However, he ends up swallowing his whistle again after realizing the appearance of another snowperson (Frosty's wife, Crystal).
